An intelligent fault detection and logging system is required.
Two sources of fault detection can be identified - (a) faults which can
be directly detected by the NCCS based on what the observing thinks
should be happening and (b) faults which the TMS detects based on the
its knowledge of the engineering parameters.
The two systems of fault detection are complementary and should
not duplicate each others knowledge bases and rules.
All faults and diagnostics must be time-stamped and logged to file.
A browser must be provided for looking at the contents of this
file.
